How to create DPI - DAC7 XML files?

DPI-DAC7 XML files must be formatted on the basis of the XSD schema (DPI-DAC7 XSD Schema v1.0) defined by the OECD and described in Model Rules for Reporting by Digital Platform Operators XML Schema and User Guide for Tax Administrations (User Guide), by taking into account the Business Rules established by the OECD, the European Commission and the Belgian authorities.

Once the XML file created, the platform operator forwards it to the FPS Finance via the portal MyMinfin.

After the XML file has been sent, the FPS Finance will use a series of validation rules to determine whether the XML file meets the required conditions.

In order to allow the platform operators to report within the framework of the law of December 21st 2022, the FPS Finance will develop a web application that makes it easy to create a valid DPI XML file. Once the XML file created, the platform operator could forward it to the FPS Finance via the MyMinfin portal.
