Tasks

The Regulation Department

  • centralises the legislative work as far as all types of taxes are concerned (with the exception of customs and excise), in cooperation with the executive tax administrations, and particularly performs tasks regarding the content and the form of: 
    • draft laws
    • bills and parliamentary bills
    • royal decrees
    • the first comment on laws and royal decrees
    • the follow-up of parliamentary activities
    • representation of the Finance Minister in external relations (negotiations on conventions, treaties and agreements, negotiations within the framework of the EC and the OECD)
    • work related to tax legislation and non-tax legislation having effects in the field of taxes
  • performs prospective studies on tax affairs within the framework of the instructions given by the Finance Minister and in cooperation with the Research and Information Department of the General Secretariat
  • investigates the social aspects of tax affairs
  • harmonizes the tax system from a national and an international point of view
  • co-ordinates the legal stipulations, the parliamentary stipulations within the legal framework and the rules of general application
  • assists the Minister and the tax administrations in their external contacts within the field of taxes and, generally, within the framework of all public relations
