VAT certificate for commercial number plates

Commercial number plates are used by professionals in the automotive sector. These are the so-called trade plates, test drive plates and professional plates.

Since 15 February 2022, when you apply to the DIV (the Vehicle Registration Service) (available only in French and Dutch), you will only need a VAT certificate for the renewal of a trade plate or for an additional trade plate.

  • In which cases to apply for a VAT certificate for commercial number plates?

    You need a VAT certificate for your applications to the DIV (available only in French and Dutch):

    • for the renewal of trade plates
    • for additional trade plates (you can only apply for an additional trade plate if you have applied for the renewal of all your existing trade plates).

    Applications may be related to cars, motorbikes and/or trailers.

    You do not need a VAT certificate:

    • for a first trade plate (per type of plate: car, motorbike or trailer)
    • for all test drive plates or professional plates (first number plate, renewal ...).
  • How to apply for a VAT certificate?

    Online, via MyMinfin: simple and quick

    1. Go to MyMinfin.
      MyMinfin does not work with Internet Explorer. Use a different browser.
       
    2. You will be taken straight to the login screen.

    4. In tab the 'My interactions', select 'My applications for certificates'.

      Upon approval of your application, the DIV will have access to your VAT certificate.

    In order to apply for a VAT certificate via MyMinfin, you must:

    • within the company:
      • either be the official legal representative (according to the Crossroads Bank for Enterprises)
      • or, as employee, have been assigned the role 'FPS Fin Appointment Own Company / Appointment VAT' via the application 'My eGov Role Management'
    • as mandatory of the company (with an active VAT mandate):
      • either be the legal representative of the mandating company
      • or have been assigned the role 'FPS Fin Mandate executor / Mandate executor VAT' as an employee of the mandating company responsible for the VAT formalities of clients, via the 'My eGov Role Management' application.

    Upon approval of your application, the DIV will have access to your VAT certificate.
     

    No certificate in our offices

    We do not issue certificates on site, in our offices. Therefore, you have to submit the application through MyMinfin or fill in the form and send it to us.

  • What supporting documents (sales invoices) to attach to my application?

    Trade plates (renewal or additional number plate)

    For each VAT certificate applied for, you must:

    • have sold 12 vehicles
    • in the 12 months preceding the application.

    You must include a copy of those sales invoices with your application for renewal and/or additional number plate.

    Sales of vehicles in foreign countries (such as export and intra-community supplies) are included to determine whether you have sold at least 12 vehicles per year.

    A sales invoice can only serve as evidence for one application, even if the applications relate to different years.

    Applications for trade plates must be accompanied by a sales invoice for vehicles of the same type (car, motorbike or trailer).

    Did you start your activity within 12 months prior to the application?

    • For an application for renewal of a number plate:
      • The number of invoices you must attach to the application corresponds to the duration of your activity.
      • The month in which the activity started, counts as a full month. The month in which you apply for the VAT certificate is not counted.
        For example, if you started your activity on 15 March and submit your application on 5 October, you must attach seven invoices.
    • For an application for an additional number plate:
      • Regardless of the duration of your activity, you must always prove that you have sold 12 vehicles.
  • When to apply for a VAT certificate?

    You can apply for a VAT certificate:

    • For the renewal of a trade plate: between 1 October and 28 February (or 29 February in leap years).
    • For an additional trade plate: throughout the year. You can obtain this additional trade plate if you have submitted an application for renewal of all your existing trade plates during the period of the application for renewal.  

    However, you should do this as soon as possible and you should take into account a time limit of up to 10 working days to receive your VAT certificate.

    You must submit an application each year to renew your trade plates (which are valid from 1 January to 31 December). 

  • What are the conditions for obtaining a VAT certificate for a trade plate?

    • You are actively involved in the wholesale or retail trade of vehicles.
    • In the past 12 months, you have not violated any tax or customs regulations in keeping or using the trade plates for which you are applying for renewal.
    • You must attach 12 sales invoices for vehicles for each number plate applied for.
