The INSPIRE datasets are derived from the land register plan dataset and the administrative units dataset. They take the information from those datasets, but in a way to be compliant with the INSPIRE specifications.
These specifications include a particular distribution format (GML), a projection system (Lambert 2008) and a well-defined attribute structure.
These datasets are therefore ideal for pan-European use or for a well-informed public. In other circumstances, it is preferable to use the original datasets, which are more suited to the needs of the federal or regional public services.

The General Administration of Patrimonial Documentation (GAPD) publishes two datasets that are compliant with the INSPIRE data specification on cadastral maps:
